Government of Wales Bill
I agree with what the Minister has said. I did an off-the-cuff calculation at nearly 4 per cent of £500 million. Clearly, that is a very low figure to sustain the expenditure of the Welsh Assembly Government in emergencies. The figure should not be less than that.
