Perhaps I can ask my noble friend to reflect on whether the granting of a licence would be affected by whether an establishment had planning permission. In many cases, there are considerable difficulties which lead to poorer conditions than might otherwise exist because people will not spend money if they are not certain whether they will be allowed to stay. Perfectly respectable establishments can have a constant battle with the local authority, and if that is to stand in the way of a licence for such respectable establishments, that will be a problem in animal welfare terms.
