Proceeding contribution from Baroness Farrington of Ribbleton (Labour) in the House of Lords on Wednesday, 14 June 2006. It occurred during Debate on bill and Committee proceeding on Animal Welfare Bill.

Animal Welfare Bill

If it is helpful to the noble Duke, IĀ can say that IĀ understand that this concerns who assumes possession rights over the decision. When the vet gives the certificate, he or she is not giving it in the context of having assumed the right to carry out the act on behalf of the owner who has forgone the right for whatever reason.
