My Lords, a ““private vehicle”” is what it says. It is a private vehicle. If it is not used by more than one person as a work vehicle, it will not be covered by these provisions. The noble Lord, Lord Stoddart, has made much about traffic fumes. I should just like to quote from the evidence that Professor Sir Richard Peto gave to the Select Committee on Economic Affairs, whose report we discussed earlier. He was asked by the noble Lord, Lord Macdonald of Tradeston:"““I am just trying to see if you can break it down into categories. Presumably, non-smoking shepherds would be much healthier than non-smoking traffic wardens””." He was, I think, making a similar point to the one made by the noble Lord, Lord Stoddart. The answer from Sir Richard Peto was:"““There probably would not be a very big difference””." This is the relevant point:"““The amount of exposure from cigarette smoke is so much greater than the amount that you would get from the ambient air outside in the city, certainly nowadays, that there is not so much difference between non-smokers in urban and rural populations””." The point that he is making is that there are similar levels of risk. There is no great difference between the level of risk in the two substances. I believe that we do not need to accept either of these amendments. I hope that I have, as robustly as I can, made the Government’s point clear.
