Health Bill
had given notice of his intention to move Amendment No. 11:"Leave out Clause 5." The noble Lord said: My Lords, I will not keep the House very long. The Minister has done his best to answer all the questions, but I fear that he and I are poles apart, and it is a dialogue to the death as far as we are concerned. I believe that the clause is wrong; it is wrong in principle, it is completely unworkable and it will bring the law into disrepute. Only time will tell which of us is right; but I guess that it will come down in my favour. [Amendment No. 11 not moved.] Clause 6 [No-smoking signs]:
