The hon. Gentleman knows that I sympathise with the aim of ensuring that more people are put on the register, and I believe that there are different ways of achieving that. Does he not accept that the evidence from Northern Ireland suggests that the names that were removed were largely those of people who should not have been on the register, or who had died? Consequently, was not the drop in registration a positive, not a negative?
