Antisocial Behaviour

Does the hon. Gentleman accept that ABCs are usually a contract with young people who do have not such an extensive history of antisocial behaviour, while ASBOs tend to be served on people after intervention with an ABC has been attempted? It is not a question of either/or but of having them all as tools that can be used to intervene at every level. ABCs are a good way of dealing with things, but, sometimes, with a small minority of young people they are not successful.
