Proceeding contribution from Emily Thornberry (Labour) in the House of Commons on Monday, 3 July 2006. It occurred during Estimates day on Department of Health.

Is it not true that children have the best chance in life, whatever the type of home into which they are born, if they are born into a home that wants them?
