Legislative and Regulatory Reform Bill

Amendment No. 74, which stands in my name and that of my noble friend Lord Maclennan, is also in this group and is, as the noble Lord, Lord Norton of Louth, pointed out, to the same effect as his Amendment No. 15; that is, that it should not be in the power of an order made under this Bill to remove from the statute book serious offences without full debate and proper primary legislation. Amendment No. 74 also deals with removing a right to a jury trial. That is not an issue which belongs to this group of amendments. I hope that it will not be discussed with this group of amendments. It is my intention to return with a similar amendment that can be debated next week when we come back to this Bill.
