Thirdly, yes, I agree that the 6 per cent are the key to reach, but how do you identify them? By the time they have identified themselves as not having applied, it is too late. You have to try to find some way of finding these people—apart from all those like me who turn in their tax return the day before they have to. An awful lot of people leave it to the last moment or do not actually send the form in until the last moment. How do you sift out the 6 per cent who are not going to choose from the perhaps 30 per cent or 40 per cent who will simply be late in choosing?
