Education and Inspections Bill
I very much echo the first statement made by the noble Lord, Lord Lucas—we would all like to hear that the amendment in the name of the noble Lord, Lord Dearing, can be accepted. With his knowledge of this area, the noble Lord gave added impetus to the need to give even more attention to achieving some uniformity between local education authorities. I want to refer to one sad thing and one good thing. The sad thing is that the number of SEN children has increased. I join the noble Baroness, Lady Williams, in asking the Minister to indicate whether he can explain that. The good thing is that all sides of the House—all parties—are concentrating on this issue as needing far more attention than it has had in the past. It is clear from representations that we have had from teachers’ groups that they feel very much under pressure when they do not have the necessary resources or expertise. It is crucial that we separate those who make the decision and those who pay for the provision. I hope that out of this very interesting debate will come clear agreement from the Minister.
