My Lords, I am grateful to the Minister for his reply. I understand the distinction between the two sets of entitlement that we have discussed under the first set of amendments. I take on board what he said. We will probably not pursue the matter further. On the second set of amendments, it would be useful to take up his offer of a meeting and perhaps bring along our friends from Skill and Guide Dogs for the Blind, who are concerned about these issues and have a number of practical examples, which could be discussed at the meeting.
