Education and Inspections Bill
My Lords, the noble Lord, Lord Baker, explained this point and mildly admonished earlier for raising it. He has admitted that this is not the amendment which he tabled a week ago, which proposed a centrally imposed quota. The amendment now passes that power to local authorities. If the amendment is successful, they will be able to decide whether to impose a quota up to25 per cent. That is a fair interpretation of the position.
