Legislative Process

I know that there is much to be said on both sides on that issue. The hon. Gentleman makes a strong case, but it is ultimately a matter for the House, Mr. Speaker and the Chairman of Ways and Means. It will come as no great surprise to the hon. Gentleman that the Chairman of Ways and Means shares his view. It is for us to follow what the Chair says on that, not to try and lead it.
