Legislative Process

Is not part of the answer to the reasonable concerns that have been expressed to have strict rules as to the content and use of the communications allowance? That would have to be done at a later stage. There may be Members who will try and stretch the rules, as it is alleged some Members do now, but the House must deal with that. Is not the answer to accept the principle and go for strict rules as to how the allowance is used when the details are decided?
