My Lords, I am quite clear that Amendments Nos. 1 and 3 are fine, although I have never understood why the word ““efficiency”” was used in the charitable purpose clause. However, it is certainly right that the police and fire rescue services should be included. Secondly, on sport, I read the Commons debate in Hansard and cannot really fathom the reasoning for the proposal—and then I ask myself whether it matters, and I do not know. The test is to ask the Minister whether he, as someone who is interested in sport and understands the word ““sport”” far more than I do, for example, can think of any example of an exclusion. I think that that would help us. What does he believe would be excluded because it is not thought of as promoting health? If we have an answer to that, it may give us a clue whether we should support the amendment proposed by the noble Lord, Lord Hodgson.
