My Lords, I am most grateful to the noble Baroness who responded to my amendment with her characteristic sensitivity. I look forward to hearing about the progress that is made in her discussions with representatives of the water industry and, indeed, other utilities. Our intention in tabling the amendment is simply to ensure that the approach that the Government are taking is not undermined by a very simple avoidance practice. If the Government are confident that they can deal with that matter, my amendment will have served its purpose. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
