That is a fair question, and I shall come on to deal with the issue in detail. I accept that under the formula, with its existing floors and ceilings, Derbyshire is a loser, rather than a gainer. However, as I told the hon. Member for Arundel and South Downs (Nick Herbert) when we debated policing in Greater Manchester in Westminster Hall, for every loser there are gainers.
