moved Amendment No. 1: 1: Clause 17 , page 12, line 37, at end insert— ““(6B) It shall be a condition of the power to specify an institution under subsection (1)(b) that the institution make arrangements with an institution or institutions of higher education for progression from all its foundation degrees to a full degree.”” The noble Baroness said: My Lords, in the absence of the noble Lord, Lord Dearing, I beg to move this amendment.
