AMENDMENT OF THE LAW
I am somewhat curious, although I sympathise with what the hon. Gentleman is saying. What aspect of the Chancellor’s Budget will change the behaviour of consumers, who the hon. Gentleman sees as causing the greenhouse gases, rather than be merely a revenue-collecting mechanism?
