Budget Resolutions and Economic Situation

If the hon. Gentleman looked at the spending plans announced by the Chancellor yesterday, he will see that the growth rate of spending has been dropped below the growth rate of the economy. That is something that those of us who turn up for Treasury questions know that the Chancellor has been saying for a year could not be done. However, he did it on Budget day, and I shall deal with his spending plans later. I turn now to the section of the Budget that talked about the environment.
