Budget Resolutions and Economic Situation
No, what the hon. Gentleman has to bear in mind is that we will move from 16 to 17 in 2013 and then from 17 to 18 in 2015. We have already factored in a public service agreement target of a 90 per cent. participation rate by 2015, which means that there is another 10 per cent. to cater for—around 80,000 students. I want to talk about higher education and to do so in the context of the Conservative party.
