Proceeding contribution from Lord Thomas of Gresford (Liberal Democrat) in the House of Lords on Wednesday, 25 April 2007. It occurred during Debate on bill on Serious Crime Bill [HL].
Serious Crime Bill [HL]
My Lords, I have not the slightest doubt that the procedures under the Bill will be held to be criminal procedures and that all the requirements under the Human Rights Act will have to be fulfilled. Will the Minister explain howClause 2(2)(b) can possibly be compatible with the requirement of certainty in a criminal cause or matter?
