Carers

I would agree, but one of the reasons why many people do not want to claim it is that the form is so complicated and difficult. Yes, there are barriers in people’s thinking—and these are difficult problems to overcome—but there are also practical barriers that we, as a state, can do something about, and the complexity of the form is one of them.
