moved Amendment No. 125: 125: Clause 32, page 22, line 27, at end insert— ““( ) After paragraph 1 there is inserted— ““1A In making arrangements for the functions under paragraph 1, the Secretary of State must ensure that young offenders’ safeguarding and welfare needs are addressed during transport.”””” The noble Baroness said: The Opposition should not be doing the Government’s work for them. Something has gone wrong.
