Carbon Dioxide Reduction Target

I apologise for missing the remarks of my hon. Friend the Member for Morley and Rothwell (Colin Challen). The hon. Member for Scarborough and Whitby (Mr. Goodwill) is right to point out the weaknesses of the emissions trading scheme, but it surely behoves individual states to recognise that it is their prime responsibility to ensure that they do not damage the living opportunities of the following generation. That is why it is vital that we have a strong Bill and therefore rely less on ideas such as emissions trading.
