The hon. Gentleman spoke in Committee and speaks again today with great integrity, and I take his point about the advice that he was given and the position that he was in. I was drawing attention specifically to the debate in the other place, where the noble Lord Adonis, when questioned on exactly the point raised by Baroness Morris, said:"““The noble Baroness, Lady Morris, asked whether Clause 26 would be wide enough to allow the National Assembly for Wales to pass measures similar to Clause 19. The answer is no.””—[Official Report, House of Lords, 27 February 2007; Vol. 689, c. 1559.]" Either Lord Adonis was wrong then and the Minister is going to tell us so, or we have a real problem.
