Local Government and Public Involvement in Health Bill

I knew that I would not win on this amendment. One reason was that I realised as I listened to the Minister that we have different views about the notion of leadership and the desirability of the models which we have been debating for seven and a bit days. It was telling that in answer to the noble Baroness, Lady Hanham, the reassurances about the scope of the clause are in the fact that the Secretary of State can prescribe what shall not be transferred. That says a lot, and the noble Baroness put her finger on it when she talked about accountability. We will take a view over the summer on whether we will continue to press the matter.
