The hon. Gentleman may not understand that the current arrangements that we are all operating were amended on at least three occasions by the Conservatives, who told the Neill committee in 1998 that they had no further changes to make to arrangements that they regarded as entirely satisfactory. If it is true that, as the hon. Gentleman claims, individual trade union members do not know about opting out, why have at least 20 per cent. of members of most large unions chosen to opt out—entirely voluntarily?
