Proceeding contribution from Baroness Howe of Idlicote (Crossbench) in the House of Lords on Monday, 26 November 2007. It occurred during Debate on bill on Children and Young Persons Bill [HL].
Children and Young Persons Bill [HL]
My Lords, I have a further question. I am a little confused about independent advocacy. I should have thought that the point of having a completely independent advocate was that they could point out both to the child and, from an independent perspective, to the local authority that that child had a right in certain circumstances not only to disagree but to have the plan for wherever he or she was next to be directed to changed.
