I am nearly finished—the noble Lord, Lord Tebbit, may want to answer. Having been in social care for 40 years, I know that that is the way it goes. There may be something about messages, and there may be something about the support of fatherhood that we need to look at—which is why I am still looking at the issue, because I would not want to do anything that undermined men and fathers. They are important. They are one bit of the stability in families. However, our nation is extraordinarily complex. The family trees that I see are sometimes totally unbelievable. We live in that environment and that is the one in which we have to make those decisions.
