Proceeding contribution from Earl of Listowel (Crossbench) in the House of Lords on Monday, 10 December 2007. It occurred during Committee of the Whole House (HL) and Debate on bill on Human Fertilisation and Embryology Bill [HL].

Human Fertilisation and Embryology Bill [HL]

I thank the noble Earl, Lord Howe, for saying that he was grateful for this amendment in terms of perhaps making it not so controversial to introduce the idea of mandatory counselling. In some ways we are caught between two extremes because, as the Minister said in reply, if one casts this too universally it seems to discriminate against all women who have IVF and if one seeks to select within that and be more focused, one seems to be discriminating against particular groups. Of course the more focused approach has the advantage of being less costly. I was grateful also to the Minister for her reply. I was particularly pleased to hear almost a consensus for once this afternoon on how important it was for families to be well informed before they embarked on this process, and I was gratified to feel that she felt these arguments to be persuasive enough for her to see what constructive response the Government would make at the next stage. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
