Climate Change Bill [HL]

A number of noble Lords have known what it is like to be blamed for government decisions. They have found themselves on the Back Benches, although I am very pleased to see that one of them has returned to Front-Bench duties recently. I believe that we are correct in making the Prime Minister responsible. It puts him or her centre-stage as regards responsibilities in this matter. I hope that the Minister will give a positive response, so that we are not forced to move an amendment on Report.
