As I said, this is part of how we will ensure that the targets are met. This is an incredibly difficult issue, as we explained on Second Reading. There is no perfect answer. It is not pie in the sky to say that we want to ensure that the policies are taking place or that we want the Secretary of State to ensure that at least 60 per cent is achieved. In the pre-legislative scrutiny of the draft Bill, the Select Committee in the other place stated: "““By institutionalising the targets, the political pressure to achieve them will be increased””." The Government of the day will be open to public scrutiny because of that. That is not a penalty in the sense that you break the speed limit and you get a fine, but that aspect is crucial. We do not rest our whole case on that, but it is part of building the pressure on Governments and Secretaries of State to deliver.
