I am very grateful to my noble friend for that comprehensive response. It is very difficult in the middle of a consultation to discuss something which might not happen and something else which might happen instead. However, I am very grateful for his comforting words. On that basis, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 64 agreed to. Clause 65 agreed to.
