Local Transport Bill [HL]

Under Clause 68, we are talking about a new ITA with joint arrangements. Therefore, obviously, "““two or more of the following authorities””," would be needed if a new ITA is being set up, whereas in existing authorities we are talking about perhaps a situation where an ITA may just want to do a small review into its own workings. If it did that, it would not necessarily want other authorities to be involved.
