Proceeding contribution from Lord Glentoran (Conservative) in the House of Lords on Monday, 17 December 2007. It occurred during Debate on bill and Committee proceeding on Local Transport Bill [HL].

Local Transport Bill [HL]

Certainly the drafting of the legislation in setting up the Welsh Assembly, and all that comes with it, is complex and you need a serious network of by-roads to find your way through it. However, the noble Lord, Lord Elis-Thomas, believes it is as clear as daylight. We have a duty to ensure that any taxes that might be placed on Welsh people are properly scrutinised and treated and are surrounded by the necessary regulations. That is where we are coming from. Certainly, local authorities have powers already, but when the British Government are not prepared to go down the road of a nationwide scheme, I wonder why the Welsh Government would want to do so for a rather poorer community. I will return to this on Report. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 109 agreed to. Clause 110 agreed to.
