Climate Change Bill [HL]
I thank the Minister for his explanations on Amendments Nos. 108 and 109. I was slightly disappointed by his response to Amendment No. 112, because the authority of Parliament is part of the triangle and we wanted to see Parliament being much more part of the decision-making process. However, at this stage, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendment No. 109 not moved.] Clause 21 agreed to. Clause 22 [Net UK carbon account]:
