To ask the Secretary of State for Business, Innovation, Science and Trade, what steps his Department is taking to diversify and support aviation reliant economies.
The Government recognises the importance of aviation and aerospace to local economies across the UK. Through our modern Industrial Strategy, we are supporting investment, innovation and high-skilled employment in sectors including advanced manufacturing and clean aviation. At the last Spending Review, the Government committed up to £2.3 billion over 10 years to the Aerospace Technology Institute Programme, supporting innovative research and development, strengthening UK aerospace supply chains and encouraging industrial investment. We are also working across government and with local partners to attract investment and support sustainable economic growth in communities with significant aviation and aerospace activity.

The Department has not incurred any additional costs from the use of higher-blend SAF at RAF Northolt in any financial year since 2022-23. The Department also has no plans to spend on higher-blend SAF or associated infrastructure at RAF Northolt.
No value for money assessment has been undertaken, as the use of higher-blend SAF at RAF Northolt has not resulted in any additional cost to Defence when compared with conventional aviation fuel.

To ask the Secretary of State for Transport, what assessment she has made of the adequacy of the use of enforcement powers by the Civil Aviation Authority in relation to cases of airline passengers being denied boarding due to overbooking.
The Civil Aviation Authority (CAA) is an independent regulator and is responsible for deciding how to use its enforcement powers. It considers intelligence about potential breaches, including cases involving denied boarding due to overbooking, and prioritises enforcement activity in line with its published prioritisation principles.
The Government is strengthening the CAA’s consumer enforcement powers through the Civil Aviation (Consumer Protection and Regulatory Reform) Bill, including by giving it powers to impose financial penalties.
To ask the Secretary of State for Transport, whether she will consider allowing Airline Transport Pilot Licence (ATPL) theory exams with the UK Civil Aviation Authority (CAA) taken before Brexit to remain valid towards UK licence issue.
To ask the Secretary of State for Transport, whether she will consider allowing Airline Transport Pilot Licence (ATPL) theory exams with the UK Civil Aviation Authority (CAA) taken before Brexit to remain valid towards UK licence issue.
Following the UK's exit from the EU on 1 January 2021, all relevant training and licensing elements, including theoretical exams, must be completed under UK regulatory oversight. The UK Civil Aviation Authority cannot accept training conducted under European Union Aviation Safety Association (EASA) oversight following EU Exit, as there is no longer a shared regulatory framework or mutual recognition agreement.
The Government has been clear that it will work to reset the relationship with Europe, to strengthen ties and tackle barriers to trade. Establishing an effective aviation licensing and approvals regime that supports UK aviation remains a priority for us, and the UK is keen to establish closer cooperation on personnel licensing approvals where possible to ease the current burden on UK and EU personnel and industry.

The Bill already provides a framework for proportionate and accountable rulemaking. The Civil Aviation Authority will be required to consult those it considers likely to be affected before making rules, including general aviation stakeholders where relevant. The framework also ensures appropriate ministerial oversight, with Ministers setting the CAA's strategic priorities and objectives, retaining powers of direction, and being able to reserve specified matters to the Secretary of State.
Charges for air navigation services are set by the CAA through an established process which includes safeguards such as targeted consultation and rights of appeal. Charges follow the internationally recognised ‘user pays’ principle and general aviation is largely exempt.

To ask the Secretary of State for Transport, if she will publish updated forecasts of (a) UK production and (b) imports of non-HEFA sustainable aviation fuel against the volumes required to meet the SAF Mandate in each year from 2027 to 2030.
The Government keeps the development of the sustainable aviation fuel (SAF) market under review, including the expected contribution from domestic production and imports.
Projections of future fuel supply and buyout payments under the SAF Mandate are dependent on future market developments and form part of ongoing policy development and analysis. As such, the Department is not currently providing projections for specific future years.
The Government is supporting UK SAF production through the £219 million Low Carbon Fuels Fund, which aims to develop investable UK SAF projects and a diverse range of SAF production pathways.

To ask the Secretary of State for Northern Ireland, if he will take steps to ensure that the taxation of air travel between Northern Ireland and the Republic of Ireland is included on agenda of the next meeting between the Prime Minister and the Taoiseach.
The Government recognises the importance of connectivity between Northern Ireland and Ireland - particularly for the North West region - in supporting local trade, tourism, and cross-border community links.
We continue to work with regional partners to safeguard Northern Ireland’s transport resilience and ensure local airports remain viable drivers of regional growth.
The Secretary of State for Northern Ireland holds regular discussions with Cabinet colleagues, including what may be included on agendas of any bilateral meeting between the Prime Minister and the Taoiseach, and will always ensure Northern Ireland's interests are represented in those discussions.
