European Union (Amendment) Bill

Before the right hon. Gentleman leaves the subject of party politics, will he be helpful and give us an explanation of the Liberal Democrat policy? He has said that the party is in favour of an in-or-out referendum, but that it is opposed to a referendum on the treaty because it is afraid that it will become an in-or-out referendum. Is he in favour of an in-or-out referendum or not?
