My Lords, I find that intervention by my noble friend extremely helpful. It encapsulates what I was intending to say in a rather better way than I would have said it. Given the support I have received, there is a case for testing the opinion of the House. I hope the Minister will understand if I now do that. I wish to test the opinion of the House. On Question, Whether the said amendment (No. 33A) shall be agreed to? Their Lordships divided: Contents, 138; Not-Contents, 167. [Amendment No. 34 not moved.]
