Members' Salaries, Pensions and Allowances

I am exceptionally grateful to my right hon. Friend, who has been generous in giving way. I am gravely concerned by my right hon. Friend's replies to my hon. Friend the Member for Stratford-on-Avon (Mr. Maples) and the hon. Member for Reading, West (Martin Salter). What I want to be clear about is this: does she believe that there should be an automaticity about this process so that when the independent recommendation is made it immediately comes into effect? Surely the Government's position is that they are in favour of an independent recommendation as long as the proposed figure is low but not if it is high.
