Children and Young Persons Bill [HL]
I was most impressed by the Minister as he guided us through Section 22. He has missed his calling as a lawyer somewhere along the way. I am loathe to say that he missed something out because it was the most wonderful pulling together of what everyone had said, but I asked him about the status of family carers under proposed new Section 22C(6)(a). The proposed new paragraph refers to, "““placement with an individual who is a relative, friend or other person connected with C and who is also a local authority foster parent””." As we understood it from the Bill team, such a person does not have to be a foster parent. But the amendment does not make that clear and perhaps should be changed to reflect that.
