Good gardeners, whether in urban, suburban or rural areas, would not put anything that could be composted into the system. Did the hon. Lady have any evidence to indicate whether local authorities in such areas had already had biodegradables discounted from their totals? If so, we would be talking about a reduction in what they were already collecting—rather than a notional increase—caused by the fact that people in their areas had gardens, leading to a higher target quantity of biodegradables. I hope that that makes sense.
