Reducing the amount of biodegradable waste being sent to landfill has a key part to play in tackling climate change. In February 2025, Defra published a summary of responses to the call for evidence on the near elimination of biodegradable municipal waste to landfill from 2028. We are developing options.

Whilst the plastic component of filters is of concern, the chemicals, toxins and heavy metals contained within a littered cigarette butt also pose a danger to the environment. For this reason, Defra does not support a move to plastic-free or biodegradable filters which would likely contain the same pollutants and have not been shown to break down quicker if littered in the environment.
Tobacco litter remains a concern for Defra, with cigarette filters consistently scoring as the most littered item in surveys. Local authorities already have powers to punish those who litter them including through prosecution. They can also create smoke free areas through the use of Public Space Protection Orders.
Defra believes the best way to tackle littering of filters is through reductions in smoking rates. We therefore continue to support all initiatives designed to encourage people to quit smoking or prevent them from starting smoking. Indeed, through the Tobacco and Vapes Bill, the Government is committed to creating a smoke-free generation, gradually ending the sale of tobacco products across the country and breaking the cycle of addiction and disadvantage.
We will continue to monitor the available evidence on the prevalence of littered cigarette filters before considering further action.

Litter is a blight on our communities and the environment. Local councils are responsible for keeping streets clear of litter and have been given enforcement powers to help them do so.
The Government is targeting some of the most commonly littered items to reduce the presence of these on our streets. The sale of single-use vapes was banned on 1 June and a Deposit Return Scheme (DRS) will go live in England, Northern Ireland, and Scotland in October 2027. The DRS will introduce a redeemable deposit on single-use in-scope drinks containers which can be redeemed when the empty container is returned. Litter composition data indicates that 55% of litter by volume is made up of containers in-scope of DRS. DRS will significantly reduce this form of litter.
The UK is a leading voice in the negotiations for a new international, legally binding treaty on plastic pollution and has taken an ambitious stance at all sessions of the Intergovernmental Negotiating Committee (INC). We have called for an agreement that addresses the full lifecycle of plastics, in order to end plastic pollution by 2040. The UK will continue to work with other countries, including as a member of the High Ambition Coalition to End Plastic Pollution, to reach an ambitious agreement at the resumed session in August 2025.
We have not made an assessment of the potential merits of encouraging companies to increase customer education on littering or on developing more biodegradable packaging. We remain concerned that many types of plastic labelled as biodegradable do not actually break down in the natural environment, and that people may be more likely to litter these items.

Chemical substances, including monomers, which are constituent components of bioplastics manufactured in or imported into the UK are subject to the requirements of our regulatory framework. This includes UK REACH (Registration, Evaluation, Authorisation & Restriction of Chemicals), for which Defra has policy responsibility, and which requires manufacturers and importers to understand the hazards of the chemicals they are placing on the market, including their toxicity and ecotoxicology.

No, Defra has not taken steps to promote the development or use of bio-based plastics for single-use packaging. More research is needed to ensure bio-based plastics lead to better environmental outcomes overall. During the production of these materials, there are factors such as land use change, water consumption and crop switching that could lead to detrimental environmental effects. The bio-based nature of the plastic does not affect the behaviour of the material produced.
As we are committed to transitioning the UK to a circular economy, the Government is prioritising principles of reduction, reuse, and recycling to keep resources within the economy rather than increasing production of materials and injecting additional resources.

Healthy soil underpins a range of ecosystem services including food production, biodiversity, carbon storage and flood risk mitigation. Addressing contaminants in soil, including microplastic pollution, is vital for protecting and improving soil health. We are working to build an understanding of the impact of microplastics to soil and to develop mitigation capabilities.
The plastic problem is one of management not eradication, to reduce, reuse, and recycle the material we have and not let it escape into, and damage, our environment. We have focused our efforts in tackling the most commonly used and littered plastic items, but we are aware of concerns with the use of agri-plastics too, particularly with single-use types such as mulch films.
We are concerned about the potential for oxo-degradable plastic to release microplastics. In 2021, we published our response to a call for evidence which also covered oxo-degradable plastics. Most respondents objected to their use and supported introducing a ban. A review by the Hazardous Substances Advisory Committee (HSAC) showed there is no environmental benefit to oxo-degradable plastic, and they are likely to be harmful when released into the environment. This year, Defra has commissioned a second HSAC review and are minded to introduce a ban on this material pending evidence from the review.
The UK Government continues to take a cautious approach to biodegradable plastics. The UK standard for biodegradable plastics (EN13432) allows for contaminants in the final output: “no more than 10% contaminants to pass through a 2mm sieve”. This means that microplastics less than 2mm could be produced by a biodegradable plastic mulch film that meets the standard and be spread to land. Additionally, while we are not aware of any biodegradable plastic that can reach levels of 100% biodegradation, evidence used to inform the European Union’s legislation around biodegradable plastics in agricultural applications may not apply to the UK. The UK has differing conditions, such as temperatures and humidity levels, which affect biodegradability.
We will continue to review the evidence around both types of plastic to take a systematic approach to reducing the use of unnecessary and harmful single-use plastics.

My officials regularly engage with counterparts in the Devolved Administrations, including the Scottish Government, to discuss policy developments and interactions. Earlier this summer we issued a Call for Evidence relating to the near elimination of biodegradable waste disposal in landfill in England from 2028. As part of this Call for Evidence we included two questions related to the inter-UK disposal of biodegradable waste in landfill.

No steps have been taken. While we consider there may be niche applications, generally we do not support the use of biodegradable plastics.

The Environment Agency has not carried out any assessments of the British Standards associated with biodegradable mulch films nor its potential to replace single-use agriplastics.
However, once a single-use plastic has fulfilled its intended use (regardless of its construction/biodegradability) there will be a presumption that on discard the plastic will become a waste and should therefore be managed as part of normal waste management controls. This would not support a ploughing in the waste plastic into the soil on the field.

In April 2021 we published our response to the call for evidence on the need for standards for bio-based, biodegradable, and compostable plastics The Government has no plans to mandate making tea bags, caddy lines and food contaminated packaging compostable. Government measures focus on extracting maximum value from plastic materials by making sure we keep it in circulation for longer, moving away from a take, make, throw model and shifting towards a circular economy.

There are 199 composting facilities in England. There are 143 anaerobic digestion facilities with a permit to treat organic waste in England. 142 of these anaerobic digestion sites are wet AD sites which generally do not accept materials that need to be composted in an industrial composting process and one of these sites is a dry AD plant that may be able to treat compostable materials.

Under Extended Producer Responsibility, producers who collect and recycle consumer packaging waste at their own cost, where it is not commonly collected by local authorities for recycling, will be able to reduce their obligation to pay fees to cover the costs of managing household packaging. This is intended to support our transition to higher recycling rates as we invest in improved collection, sorting and recycling systems for hard to recycle packaging, or transition to using packaging that is already widely recyclable.

The Government has no plans to make charity collection bags biodegradable. Government measures focus on extracting maximum value from plastic materials by making sure we keep it in circulation for longer, moving away from a take, make, throw model and shifting towards a circular economy.
The Government wants to see the recycling of plastic film (including bread bags and plastic carrier bags) increased and plastic films will be included in the plastic recyclable waste stream required to be collected by local authorities from every household in England by March 2027.

Through UK Research and Innovation, we have provided over £190 million to over 280 projects in the last 5 years, for research to help us reduce plastic waste and increase the sustainability of the plastic packaging we use.
In light of evidence received in response to our call for evidence on bio-based, biodegradable and compostable plastic, our focus is on working towards all plastic packaging being recyclable or reusable rather than compostable. Currently there is insufficient industrial composting capacity throughout England to manage compostable plastics at end of life and our call for evidence suggests these materials are often stripped out at the start of the process and landfilled or incinerated. This packaging also does not contribute to a circular economy in the same way as packaging that can be reused or recycled into new packaging or products do, as compostable plastic packaging is generally intended to be used once.

In April 2021 we published our response to the call for evidence on the need for standards for bio-based, biodegradable, and compostable plastics. Concerns were raised regarding the extent to which plastics marketed as biodegradable actually biodegrade, as such our focus is on increasing reuse and recycling of plastics.
Defra has commissioned an external expert organisation to look into plastic within digestate and compost. This short project, ending early this year, includes searching existing literature on the potential risks of compostable and non-compostable plastic fragments added to agricultural soil from digestate or compost, and will highlight further evidence gaps. We will carefully consider the findings of this project, and the Food and Agriculture Organization of the United Nations recommendations in considering next steps and any potential actions in this area.
