Refuse Collection
The hon. Lady referred to the chicken-and-egg situation regarding the whipping up of concerns and whether concerns about charging come from the readership or the newspapers. There is a chicken and egg situation, or a problem, with initiating those new technologies, because companies tend to undertake them only when they are proven and those companies are entering into contracts with local authorities. Does she agree that the Government have a role in encouraging pilots with companies to develop such technologies? Once the first is up and running and shown to be effective, others may follow.
