Refuse Collection
I am trying to follow the hon. Lady's argument, but I would be grateful if she clarified it. Am I to understand that she thinks that the way forward—I am paraphrasing—is to use waste as a resource, and to try to extract energy from it or recycle it? Is she not interested in measures that would encourage householders to reduce the amount of waste that they generate?
