Human Fertilisation and Embryology Bill [Lords]

Does the hon. Gentleman accept that this is not about bringing more fathers into families, but about state recognition of the importance of fatherhood within families? If this provision goes through unamended, we will send out the message that it does not matter whether there is a father, while at the same time Government policy says that it does.
