My right hon. Friend is absolutely right, but I shall come on to the specific question of pedlars shortly, as I first wish to clarify the situation concerning those using the street traders licence. Seizure and forfeiture are specific powers that are used in, for example, London to clear away the unregulated—those who abuse the street-trading licence system. The example is often given of hamburger and hot-dog sellers who operate in a way that is inconsistent with the licence and that causes public nuisance.
