Proceeding contribution from Lord Elton (Conservative) in the House of Lords on Tuesday, 1 July 2008. It occurred during Committee of the Whole House (HL) and Debate on bill on Education and Skills Bill.

Education and Skills Bill

My noble friend raises all sorts of other issues. On which local authority devolves the problem of pursuit when an apprentice is taking his apprenticeship in a different local authority, for instance? Is it the local authority where the employer is or the local authority where the young person is resident and on the records?
